combine all ingredients except wonton wrappers and mix thoroughly.

1 teaspoon of filling in center of wonton wrapper

fold wrapper over filling and seal edges tightly (similar to pie crust)

fill steamer pot with 1 tsp rice vinegar and enough water to just below steamer basket

place dumplings in basket with enough room so they do not touch

steam dumplings 7 minutes
