Directions:  
Step one: Preheat oven to 350 degrees.
Step Two: combine cooked beef, elbows, and tomato soup in a 2 quart casserole dish. Add ketchup, mustard, chili powder, and garlic powder. salt and pepper may be added at this point, if desired. toss to combine all ingredients. Bake in preheated oven for 25 minutes. Top with cheddar cheese and cook for 5 minutes more or until cheese is melted.
