Heat Oven to 400 F. Place Sheets of foil on countertop for cooling cookes.

Combine 1 1/2 cups sugar, shortening, eggs, milk and vanilla in large bowl. beat at medium speed with electric mixer until well blended.

Combine flour, cream of tartar, baking soda and salt. add gradually to creamed mixture at low speed. mix just until blended. shape dough into 1-inch balls

Combine remaining 1/2 cup sugar and cinnamon in small bowl. roll balls of dough in mixture. place 2 inches apart on ungreased baking sheet

bake for 7 to 8 minutes. do not overbake. cool 2 minutes on baking sheet. remove cookies to foil to cool completely
