Cut chicken into sixteen 4 x 1-inch fingers. Mix celery salt and garlic powder; sprinkle chickent with half of this mixture. Coat large nonstick skillet with nonstick cooking spray; set over medium-high heat. Pan-fry chicken until cooked through, about 2 minutes on each side.

2 Remove skillet from heat and stir in margarine, vinegar, and red pepper. Tosss with spatula to coat chicken evenly. Transfer to serving platter and keep arm.

Combine sour cream, mayonnaise, blue cheese, reamining celery salt mixture, and Worcestershire sauce in medium bowl to make dipping sauce.
