Directions:  
Heat oil in 2 quart saucepan. Add onion and ginger and cook until softened, about 1 minute.
Add the garlic and tomatoes to saucepan. Simmer for about 4 minutes, until the mixture begins to thicken. Add the broth and milk and just bring to a boil.
Carefully transfer the soup to a blender or food processor and blend until smooth. Return to the saucepan and serve immediately. Add salt and pepper to taste and garnish with fresh chives or scallions.
