Place rice, water and turmeric in rice cooker.

While rice cooker is on, place peas, raisins, garlic powder, salt, black pepper and oil in a microwave container. Heat for 45 seconds.

When rice is done, add peas/raisin mixture and cilantro and stir. Serve while warm.
