Directions:  
Boil together tomatoes, onion and celery.
Strain through seive
In saucepan, stir together butter and flour for 2 minutes.
Add strained tomato mixture, stirring constantly
Add worstershire sauce. Set aside.
Steam cabbage until 8 leaves can be remove whole. Set aside
In mixing bowl, add ground beef, rice, salt, pepper and rice
Place 1/8 of beef mixture in each cabbage leaf. Fold edges in, and roll up to seal in mixture. Place in small casserole, edges down. Top with tomato sauce. Bake in 350* oven for 45 minutes.
