Directions:  
preheat oven to 425. spread the onions evenly in a 9 x 13 baking dish:pour in a 1/4 of the water. drizzle with the oils and vinegar:sprinkle with the sugar,chopped rosemary,salt and pepper. cover and bake until tender,about 30 minutes. uncover and bake until the onions are golden brown and carmalized,about 25min. while cooking add the remaining 1/4 water and then another 1/4 if necessary to keep onions moist.
