Directions:  
Saute' bacon in heavy pot, until crisp.
Add chopped onion, celery and green pepper. Cook until soft (5 min)
Add water, potatoes, salt, pepper, basil and bay leaf. Bring to boil, and simmer 15 minutes, or until potatoes are cooked.
Stir in milk and corn, cook 5 minutes.
Stir in cheese and remove bay leaf.
Ladle into bowls and sprinkle with parsley, if you wish.
