Directions:  
spray saucepan with pam spray, cook onion & pepper and garlic until tender. Stir in Tomatoes, water, spices, shrimp and cooked rice. Bring to a boil and reduce heat. Cover and cook over medium heat for 15 minutes. Stir frequently.
