Heat the oil in a Dutch oven over medium-high heat. Add the chopped onion and chopped carrot; cook, stirring occasionally, until softened, about 5 minutes. Add the broth, tomatoes, sugar, salt, and pepper; bring to a boil. Reduce the heat and simmer, about 5 minutes.

Puree the mixture with an immersible blender. Add the cubed cooked turkey breast and half-and-half and heat through, about 3 minutes. Stir in the basil. Yields 2 cups per serving.
