Heat oil, add scallion whites and cook, about 2 min. Add chicken broth, 3 c. water, rice, carrots, celery and salt & pepper to taste. Bring to boil, reduce & simmer until rice and vegetables are tender, 12 to 15 min.

Whisk eggs and 3 T. lemon juice in medium bowl. Slowly ladle 1 1/2 c. of hot broth into egg mixture, whisk constantly. Add chicken to pot, then whisk in egg mixture. Return to simmer, then remove from heat. Stir in scallion greens and parsley and season to taste.
