In a large bowl, combine oil, honey, soy sauce and black pepper, and whisk together.

Add chicken, onions, peppers and garlic to marinade, however reserve a small amount to brush onto kabobs while cooking. Let marinate in refrigerator for 2 hours.

Preheat the grill on high heat.

Drain marinade from chicken and vegetables, and discard marinate. Thread chicken and vegetables onto skewers.

Place skewers on the grill, turning and brushing with reserved marinate until chicken has cooked through.
