Cook pasta in lightly salted water, until cooked but firm, about 8 minutes.

Melt butter in a saucepan over medium heat. Stir in flour, salt, and pepper until smooth, about 5 minutes. Slowly add milk, continuously stirring until smooth and mixed, about 5 minutes. Add cheese to mixture and stir until melted, about 4 minutes.

Fold cooked pasta into cheese mixture until well coated.
