Heat oil in a wok over medium-high heat. Meanwhile, roll chicken in cornstarch, tossing to coat evenly. Fry chicken with garlic until lightly browned and heated through. Mix in soy sauce, vinegar, sherry, sugar, and water. Stir and then cook with a lid on the wok for 3 to 5 minutes.

Toss in green onions and cayenne pepper, then cook for an additional 2 to 3 minutes. Remove from heat and serve.
