Heat oil over medium high heat. Add the minced garlic and saute 30 seconds. Add chili powder and stir for 1 minute. Add four and cumin and stir for 1 minute. Whisk in 1 cup of chicken broth, whisking until smooth. Whisk in remaining broth, water and tomato sauce. Cook until thick and smooth, whisking frequently, about 5 minutes. Cool slightly before using.
