Remove all visible fat from beef
Cut beef in 1 inch pieces

In large casserole or Dutch oven toss beef with flour.
Add broccoli, onions, carrots, garlic, parsnip, water, beef broth,
tomatoes, thyme, oregano, salt, pepper to taste, bay leaf .
Stir to mix

Bake covered in 325F oven for 2 1/2 to 3 hours, stirring occasionally
Remove bay leaf before service.
