Directions:  
Mince garlic and ginger and combine with vinegar, chili sauce, soy sauce and chili powder. Set aside.
Heat the oil in a wok and add the red peppers and onions and sauté over high heat for 5 minutes or until onions are clear. Add shrimp to wok along with reserved sauce and cook until heated through, about 5 minutes, or until shrimp are no longer pink. Season to taste and serve.
