Turn Instant Pot to Sauté & heat Olive Oil

Brown frozen meat in oil 8 min each side or fresh meat (in whole patty) until browned on each side. If using fresh meat pull apart into large chunks.

Move meat aside & add onion, pepper, carrot, salt & garlic cook until soft (about 5 min).

Add Worcestershire, vinegar, chopped tomatoes, tomato paste & water.

When mixture begins to boil add oats & do not stir.

Put lid on Instant Pot, cook High Pressure for 10 Min & natural vent when done.

Turn Instant Pot to Sauté & reduce mixture (about 5 min). Chop meat with mixture & let sit 5 min before serving.
